Your launch date keeps moving even though developers are completing work. Review the decisions that each unfinished customer journey still needs before reserving more engineering capacity.
Trace a complete journey
Follow a recent change through design, implementation, acceptance and release. Record who made each decision and where work waited. Keep rework caused by changed requirements separate from defects.
Assign the unresolved decisions
A delivery partner needs an available product owner and technical reviewer. Name both for the pilot. If the same person holds both roles, account for their actual availability.
Buy an observable result
Choose one customer journey with known dependencies and explicit acceptance criteria. Ask for tested code, release instructions and remaining limitations. Review internal supervision time alongside supplier effort. This evidence helps you decide whether the next investment should expand implementation capacity or resolve the decisions that still interrupt delivery.
